According to the UK Independence Party website UKIP will try to achieve the following if they gain power at the 2010 general election:

We propose that Parliamentary approval be required to establish a quango (or any autonomous executive agency), and that they should have sunset clauses so that they expire unless renewed by Parliament. Quangos should be accountable either directly to Parliament or through a Minister of State, correcting the democratic deficit which exists at present.

The Cabinet Office should be reformed to allow for appointments by the Executive to assist the administration in policy development and operations, with appointment hearings held by Parliamentarians for positions of Assistant Secretaries or above. Parliament not the Executive should have the sole power to establish, set the terms of reference and appoint boards of public inquiries, not the Prime Minister.
