UKIP is on the right track here, but I think they need to be more in line with the BNP on this issue: Corporal punishment in general, not just in schools. Also, tougher remand homes and jails and finacial penalties, making the parents accountable for any damage caused, and victims paid out of public money, and paid in FULL by offenders or their parents.
