If handled properly foreign criminals could be encouraged to return home under existing rules by firstly awarding a significant sentence for the offence, to be served in a REAL prison (cat A) offering NO early release unless repatriation is agreed. Secondly starting deportation proceedings at the start of the sentence instead of at the end, that way if the criminal launches appeals they do not extend the stay or be released to re offend. Other proposed incentives could be used in parallel to this.
