IF we can legally remove them just as fast without financial incentives of course we should.

If we can legally remove them, why don’t we?

It suggests we can’t and I find it difficult to believe any government would choose to pay foreign criminals to leave early if there was a free (or cheaper/better) way of removing them.

If this is a case of following this policy because it saves money, I’d like to understand what hurdles are stopping us removing foreign criminals just as early with out financial incentives?

I’d be interested to learn more about this, too many ifs and buts right now to make an informed decision.
