According to the Conservative Party website the Conservative Party will try to achieve the following if they gain power at the 2010 general election:
We need more homes – but they must be built in a way that protects the environment and provides the infrastructure to support local communities.
That’s why local people need to decide where new homes should go, instead of Whitehall bureaucrats. And that’s why we will use incentives to encourage new homes to be built, rather than letting unelected quangos impose unsustainable development on communities.
Labour’s planning rules have resulted in a shortage of family homes and the bulldozing of homes with gardens – and they have prevented the market building new homes with parking spaces and gardens. A Conservative Government will change these rules as a matter of urgency.
Mr. Brown’s property tax hikes have helped kick a whole generation off the housing ladder. We will address this by:
* Scrapping Stamp Duty for first-time buyers on homes up to £250,000, so that nine out of ten pay nothing
* Abolishing Home Information Packs which have made moving house even more expensive and difficult
Whereas Labour have curtailed the right of social tenants to own their home, a Conservative Government will make it easier for social tenants to own or part-own their home. This will not only help people up the housing ladder, but also ensure residents have greater pride and a greater stake in their community.

HIPs scrapped ? The tories will put approx 30000 people currently employed in HIPs market OUT OF WORK !!
A better idea would be to reinstate the HOME CONDITION REPORT & let buyers read more about the property for sale prior to wasting money on aborted purchases. Remove Estate Agents from the HIPs process ~ they should only get involved when a HIP is in place
The trained Home Inspectors could also be deployed to inspect the current social & MOD housing stock

@Brendan, in my opinion the HIPS programme was one of the Labour parties failed policies, and I agree that re introducing the HCR would be a better move and like you say keep people employed.
At one point the Tories were discussing ending rent capping on social housing , so that it falls into line with market rents. I don’t know if this is still going ahead , but just shows what kind of a party they are if they were even considering it.
Can anyone clear this up for me ? Does anyone know if it will still happen?

To remove hips from the housing market will cause more unemployment. the now watered down hip has cost people like myself tens of thousands of pounds in training fees, therefore to remove hips altogether will take away what are now meagre earnings that are left to fight over so will never be able to recoup any costs. is this fair?.

I agree that keeping the HIPs but bringing back the Home Condition Report requirement is the way to go. As for the Lib Dems, they are just jumping on the bandwagon. “Vote for us, we will make 30,000 more people redundant”.
